Creating a simple Arduino mechanism

Hello,
I need some basic Arduino programming as such:

4 motors
1 heartbeat sensor
1 to 2 movement sensor

I want the 4 motors to start to rotate for a certain level and then stop, once the heartbeat is detected. Also, the motors should react to the movement sensor once they detect movement.

Please give me a quote for doing this if you buy the stuff and if you don't buy the stuff and I provide them to you.
