Game programming , debug and others

Hi, I am a vocational high school student, i have an idea, i have much idea but i dont know, how to make it, i really interest about game programming,  i bought some book, learn it from youtube, but it just make me more confused about programming, i learn somethin,  i need someone to help me,  but i have small budget,  ya i just need someone to help me, to tell me  what should i do next and help me when i have some question,  my project is create rpg games, adventure experience, which will bring the sensation of adventure in a world full of dwarves, much idea in my head, if you say i'm an game addict, maybe half ya every  games i played, i always think how to make it, it definitely requires very hard work, right, i know make the games with high quality of graphic is imposible, ya i know it , but last month i came to game indie festival, much great game on that festival, i wish i can make some games too, at least understand how to make it
