I am a private teacher and i would like  to create an app that can help me maintain  a record on each student , their progress and achievements , hw and send progress reports to parents. I need the person to populate the app with the records and info on present students

I would like:
1. An intuitive, attractive and smooth interface
2.
A secure database system
3. Secure login system
4. A dynamic and responsive web app that meets my functionality specifications (As described above but we can flesh out the details through a conversation).

5. I am not familiar with web hosting platforms and would need advice on that and the costs

At the very least it should be able to:
1. Perform CRUD operations on the database of student records
2. View and search thru historical and current student records
3.
Allow me to track current student progress (exam results, attendance, hw)
4. Allow me to send reports to student’s parents and attach grade information, attendance etc to the report

Would like this up and running by year end. Would preferably like to hire someone with a good command of english
