Twitter Monitor & Scraper + Push to Discord

Dear Freelancers,

This is an advanced project as the name of the project suggested as i know it's a pain in the ass for requesting increase api rate limit on twitter.

Requirement of the project
1) familiar on twitter and discord api

2) can be coded in any advanced language as long the monitor is fast (i need it to be the fastest in the market) i can provide the timeline of other monitors for a comparison after we are done

3) if the project / monitor has to be uploaded to a dedicated server to make it fast then just do it. If It requires proxies, just do it.

4) If your work is great, our company has lots of projects for you after completed with this

Scope :
The monitor will "monitor" a list of different twitter accounts.
We can add / remove them with a simple command.

When one of the twitter account tweet ,or changes in bio, the tweet will be pushed / forwarded to a designated discord server and channel in the shortest amount of delay.
When these accounts post a tweet with images, OCR will pick up the images, if there's any words or numbers in the photo, it will be display in the following embed.
