* City of San Diego: Supervise a group of Chemists and Laboratory Technicians and responsible for all the work performed by the group: Laboratory Data Management, Quality Assurance Program and Quality Control, Sample Control Center, Document Control Center and the Trucked Waste Monitoring Laboratory.
Develop staffing plans, performance reports, work schedules, budgets, and time lines.
Oversee the quality and the integrity of all data generated by laboratory personnel. Validate all laboratory data so it is scientifically and legally defensible.
Coordinate analytical data transfer to the Industrial Waste Control Program Section, and reporting to regulatory agencies including US EPA, Regional Water Quality Control Board, and State Water Resources Control Board, City of Escondido, City of Tijuana, Tecate, Ensenada and Mexicali and other local agencies.
Provide data interpretation to reports when requested.
Managed the implementation of the new Laboratory Information Management System (LIMS) for IWL.
Implemented and Supervise the Quality Assurance Program for IWL.
Technical Support for the City of Tijuana.
Manage the laboratory data and reports for the Wastewater Characterization Studies for the City of Tijuana, Baja California, Mexico since 1995 and for the City of Mexicali (2002-2004).
Planned, developed, and implemented laboratory training for technical professionals from different governmental agencies from the City of Tijuana 1997-1999.
Provided training in Laboratory Quality Assurance/Quality Control to Inspectors, to City of San Diego Attorneys and to Chemists from the City of Tijuana during the Industrial Pretreatment Assistance.
