Preciso de um aplicativo simples que faça o seguinte.

Abra um link em um navegador especifico, em full screen e na tela secundária do PC.
O PC terá duas telas ligadas.

Deve iniciar/reiniciar junto com o PC e automatizar estas tarefas.

Pensei em um simples arquivo BAT, mas não sei escrever com todos os requisitos que necessito.
