Comprei um script em php. Dentro da administração do Script existe a ferramenta para aumentar/diminuir o tamanho de envio de arquivos. Mesmo alterando dentro do gerenciador, aparece a mensagem de erro 'upload_max_filesize' quando um arquivo com mais de 2M é enviado.
