Estoy precisando de un freelancer que tenga los conocimientos y habilidades necesarias para que un sitio realice las siguientes funciones

Sítensis:

Usuarios puedan realizar pagos al sitio web.

El sitio web pueda realizar pagos automatizados a los usuarios que cumplan determinado nivel de puntos.

Un usuario (A) puede referir el registro de otro usuario(B), cuando el usuario (B) realiza un pago al sitio web, usuario (A) incrementa puntos en su cuenta.

Espero especificación de que lenguaje y plugins, como así que servicios de terceros sería ideoneo implementar (API´s). Sitio actual donde se prevee la implementación; tengojusto.com esta en Laravel
