Necesito crear una app en Android no importa si no es nativa que me permita leer huellas digitales de un dispositivo zk4500 mediante conexión usb y guardar en el dispositivo con sqlite. Tengo una app móvil echa en ionic  y necesito generar el api rest de conexión y la app web de administración en java con jsf  prime faces, jpa y wildfly10 la bse de datos esta en oracle
la administración debe tener:
administración de usuarios (dos tipos de usuarios administrador y consultas)
ingreso de contenido a la app fotos, texto ubicaciones en mapa.
El API REST debe contener los webservices para conectar la app con la base de datos y la web
