I need a Desktop OS that looks like it comes from the Windows XP time-period, but with corporate software grey tints. It should resemble the Windows OS of police departments from the early 2010s: outdated.

Features:
- Desktop (background, folders and navigation bar)
- Document window
- E-mail program

Phase 1: Design in Figma
Phase 2: HTML adaptation, based on current workflow example

For Phase 1, example references and Figma files will be delivered. Only minimal research will be required (unless you want to).
