Necesito desarrollar una base para mantener actualizados los datos de mis clientes y características.

La Base es para una empresa de servicios de outsourcing contable. Los tablas serían:
-Empresas (rut, nombre, clave, Id Cliente, Id. Administrativo, Id Gerente, Id Dueño, Rut socio 1, Rut socio 2, Rut socio 3, Id Contrato 1 Id Contrato 2)
-Cliente (Id Cliente, Nombre Cliente, Dirección, etc)
-Administrativo (Id Administrativo, Id Contacto)
-Gerente (id Gerente, Id Contacto)
-Dueño (id Dueño, Id Contacto)
-Contacto (Id Contacto, Rut, Nombre empresa, Nombre Contacto, Apellido contacto, teléfono Contacto E-mail contacto, etc)
-Socio (Rut, Id contacto)
-Contrato (Id Contrato, detalles, Valor$, Moneda, periodicidad, etc)

El sistema debería ser simple para manejarlo bajo algún explorador web con la base alojada en servidor interno.

El idioma de programación debe poder modificarse fácilmente (access, etc)

La información debe tener como interfase formularios para ingresar los registros.
