I hold an university degree in Accounting and a Master in Business Administration, had been worked  in the National Telecommunications Commission (Comisión Nacional de Telecomunicaciones - CONATEL) as Administrative and Finance I had been worked  in the National Telecommunications Commission (Comisión Nacional de Telecomunicaciones - CONATEL) as Administrative and Finance Manager since 09/Sep/13 to 13/Sep/15 and Finance Advisor in the period 14/Sep/15-11/Aug/16.
I have 19 year of experience of Financial /Budget Management of projects in the United Nations (UNDP, UNOPS and UN Women), with projects located in Central and South America, with operations in Haiti, El Salvador, Guatemala, Costa Rica, Nicaragua, Panamá, Colombia, Peru, Argentina, Paraguay, Brazil and Uruguay. Supervises and coordinates the financial reports of projects, financed by the World Bank and the Inter-American Development Bank, taking into account their corresponding rules. Contribute to the effective monitoring and financial performance of projects and to the development of a corporate client reporting tool, ensuring that UN client financial reports are clear and in line with client requirements.

Supervise the administrative and financial operations in the People Soft ERP in order to ensure compliance with the internal control framework. Supervise the reconciliations of  bank’s accounts, exchange deals and the control of cash flow.

Participate in the Local Contracts Committee meetings, to analyze procurements/contracts requests over USD  30,000, and present the corresponding recommendation to the Resident Representative.
Coordinator of projects audit exercise with external auditors from the UN Board of Auditors, external firms and UN agencies internal auditors.. Analyzes auditors’ comments and coordinates the corresponding follow up.

As Financial Control Assistant in the Planning & Financial Control Department of the Lloyds Bank, since Sep/90 to Jun/94, I was responsible for managerial financial reports, budget control, financial reports to Lloyds Bank HQ in London, related to risk weighted assets, profit & loss balance sheet, assets and liabilities, reconciliation of accounts and financial reports to the Central Bank of Paraguay.
