Aspire Airways is a new low-cost carrier (LCC) based in Singapore. It aims to meet the bourgeoning
air transport demands within the ASEAN countries by providing flight services to 20 major airports in
this region. The airline operates a fleet of twenty Airbus A320-214 aircraft leased from an aircraft
leasing company (see Table 1).

The aircraft are configured to use CFM56-5B5 engines. Currently,
Airbus is the appointed maintenance repair & overhaul (mro) service provider to support its full
mro needs.
Aspire Airways currently bases its flight operations in the Seletar Airport in Singapore.

It plans to be
self-sufficient in providing line maintenance operations for its aircraft fleet in the near future.
Q1) Analyse the regulatory requirements essential for Aspire Airways to provide its own line
maintenance services and design the setup plan, including all the in-house resources required,
to fulfill the line maintenance requirement for its aircraft fleet.
Q2) Based on the aircraft data provided in Table 1, construct the aircraft maintenance plan that
projects all the letter checks for the aircraft fleet within a 1-year period (1 Aug 2019 to 31 Jul
2020), and hence predict the average aircraft availability on weekly basis over the 52-weeks.


State clearly all the assumptions used to project the maintenance planning chart, including the
frequency and turnaround time for each applicable aircraft letter check. Discuss adjustments
made to the maintenance schedule, if any, to smooth out the maintenance resources needed
and maximise aircraft availability.
Q3) Appraise how the maintenance planning chart in Q(2) can be used to develop the annual
budget plan for the aircraft fleet.

Evaluate qualitatively, citing specific examples where
possible, the additional costs that need to be included to forecast a more realistic annual
maintenance budget for the aircraft fleet from 1 Aug 2019 to 31 Jul 2020.
