Crear pagina web para liberar teléfonos por código IMEI, idéntica a esta. http://www.movical.net/, de esta pagina solo necesito la parte donde el usuario ingresa la  marca, el modelo, el país de bloqueo, y la compañía con la que el móvil viene bloqueado, posteriormente un área de pago con PayPal, y el registro de la compra.
