Nesesitamos desarrollar un proyecto de Interactividad 3d en un entorno web sea mediante WebGL - babylon.js  - blend4web u otro. Esta es un ejemplo claro:

Donde podamos movernos en el entorno y entrar a diferentes lugares, mediante vínculos que nos traigan videos o informacion adicional, pero con la libertad de poder navegar por todo el entorno.

El tema del diseño 3d podemos realizarlo inhouse, mas sin embargo se necesita el desarrollo web para que sea soportado en diferentes navegadores sin ninguna necesidad de complementos externos que le toque al cliente instalar.
