Login and Servlet Config

Need to have a servlet created for login, twillo verrification and three web pages
The first page will be a home page with only two links for now.  One link "Procedures" to go to the second page (only visible if user is an admin) and the second link to go to the third page "Reporting" that will list reports available.
The second web page (only someone with admin credentials will be able to access this page) will list "procedures" that can be run - each procedure will call a method in a bean.

It will grey out the button until the procedure is completed and then a message will appear indicating the process is done and the button will be no longer greyed out. 

The third page "Reporting" will simply say "Under development" for now.  Will be quoted separately.
