how do they properly manage such a structure?

Procedural workflows. Every single iteration on how to capture and
what to capture is on paper, on a manual. Takes more time to build but
it pays off at the end.
2. Detailed contracts with penalties.- Sets the tone from the start.
3. Redundancy mechanisms.- Including for example pictures as a
deliverable so the remote CAD team can do quality control.
4. Services built around low tech.- To include as much workforce as
possible. No fancy 3D scanners, just handheld point to point and 360
cameras (-$500 initial investment for techs)
5. Cloud base data mgmt (could be box, or dropbox but a centralized repository)
