Resolve the google adsense issue

I should close my google adsense account to open a new one because of change the country ,but some money is on hold and the help centre announces me to complete my personal information. My personal information has been completed and confirmed ,but the problem is my address. I was living in Iran when I was creating my YouTube channel, which is not in the list of approved countries of YouTube, so I chose the United States because I was going to immigrate to the United States and entered the address of a friend, then I came to Turkey and still living in Turkey , but my attempt to change my address was in vain, so I asked a trusted friend who lives in the United States to give me his bank account number, but apparently this way is also useless because they need tax info related to the US,I have never been to the USA and I don't have any tax info of there,unfortunately google doesn't help me to resolve this problem.So I am looking for someone to give me a hand to fix this problem to close my adsense account.He can receives the money in hold for himself/herself instead...
