Preciso de alguém que entenda de php, css e javascript para fazer um pequeno ajuste em um template.
Há uma barra superior no template que precisa ficar visível o tempo todo.

O template já possui um menu flutuante, mas a barra cinza acima do menu não é flutuante. Precisamos que, ao rolar a tela, da mesma forma que o menu fique persistente no topo, a barra cinza o acompanhe.
