It can be php based, where excel data can be upload and save into dB. The dB can be used as mysql. The data can set to display will based on some validation logic and criterias.
Lastly it should be also allow to be deleted from table.
A main website page that supercede the WordPress blog to allows user login via fb, Google accounts to view the information displayed . A PayPal gateway for page access View controlled via backend admin board.

A sidebar at the same front page displaying the blog categories..
Very straight forward and easy to design concepts.
