Our site it is already developed and running we just need to add that functionality of the form part which:

On the User side the ability to:
(select custom size + custom quantity and get a discount based on quantity) + file upload + calculate shipping (using the input values by the customer (size & quantity) and the ability to reorder. ***Again stickermule.com is the exact and perfect example, no more no less.

On our end we want to have the ability to be able to change the price range for the volume discount.

If this is not specific enough please use stickermule's calculator, that is exactly what we are after, that is exactly what we are selling under a woocommerce platform.
