Integração de Rastreador Tk102b com Node.js

Estou precisando fazer uma integração com o rastreador Tk102b, eu trabalho com php porem não tenho conhecimento em tcp para fazer a comunicação e em pesquisa vi que em node.js é mais fácil.

Encontrei esse código no GIT e preciso instalar no meu servidor:

E depois gravar as informações no banco de dados em MySQL (irei criar tudo e passo a tabela e coluna), assim depois trabalho com o PHP.

No momento estou com um host em Windows com IP fixo e a porta 9000 aberta, posso utilizar ele? Caso não penso em utilizar a Digital Ocean, caso souber configurar pode mandar o orçamento dessa parte também.

Para mais dúvidas estou a disposição.
