Plastic auto cover clothes rack when raining, then air heater fan inside the rack to drying clothes after plastic covered.

I need help in write coding of Arduino and its element needed to match your coding.

My project process are bellow:
1. When detect raining, the plastic automatic cover(close) the rack.
2. After covered, the clothes drying inside the rack with air heater fan.
3. Rain stop, the plastic open.

And add IOT(Internet of thing) in the project:
1. Can control far away with phone
2. knowing the rack situation from afar away whether its close or open
