Aplicación para windows.

Tengo una aplicacion web en php, ya tengo todo el back end desarrollado.

Funciones de la app:

Iniciar sesion en una base de datos mysql.
Una seccion (tab) para consultar un reporte.
Una sección para realizar una encuesta despues de consultar dicho reporte.

La aplicacion debe de funcionar offline, si tiene wifi se sincroniza con la base de datos en la nube.

Es una aplicación sencilla ya que el back end ya esta hecho.
