Arreglar problema de velocidad y mails en servidor

Buenas tardes.

Estoy necesitando un Update o arreglo de un server dedicado, que hace dias dio un problema con mails, quedaron demorados "in progress" (hasta reinicar Exim), y luego hoy me encuentro con que demora 10 segundos en cargar cualquier sitio.
Tiene instalado CENTOS 6.9 standard.

Esta es la respuesta que me dieron para hacer un test, prefiero dejarlo a alguien que sepa:


"Please provide us with a mtr from your location to the server and, if possible,  another mtr from the server to your location.
You can install the Linux version as follows:
CentOS: yum install mtr"
