Desarrollar una app que ya funciona en android, se tiene todas las especificaciones y el diseño básico,

* La app captura formulario con posición geográfica y hasta 4 fotografías.
* La app envía los datos a un servicio web (si se ha trabajado off-line, apenas tenga coneccion esta envia los datos que no estén en el servidor.
* También puede recibir datos desde el servicio web.
* Inicia sesión con firebase.
*Recibe notificaciones desde el servicio web.
* Muestra el listado de los reportes.
* Según el rol, envía la atención de la captura(igual al primer ítem)
