Create a company website with document app features and security based on a sample website

I basically need someone to recreate this website for me, and integrate it with my existing website domain name (or I may create a new domaine name).

I have some investor forms that I want to put online so that investors can just sign up for my investment fund using these electronic files. This website uses DocuSign app, so I would like to do the same, or use HelloSign, depending on the cost.

You also need to be good at building a website that is highly secure. You have to be able to set up the backend so that after an investor fills out the forms, they get submitted to me electronically and securely.

I need a feature where investors who are interseted in investing and receiving the prospectus (which will not be freely downloadable) must first "register" with me by providing email credentials, prove they are not a bot, and provide some personal information to prove they are legitimate investors and not competitors trying to steal information. Only then, will they be given access to the online documents.

I also want to have a feature where an investor signing up has to provide KYC (Know your client) documents. I want them to be able to submit all of that online. Perhaps they can do so by us sending a link to a mobile device.
This link then opens a web-app on their phone that allows them to take a picture of their passport or ID card and then securely upload it to my backend.
