Decision support system of competencies for educators

My System is an evaluation system.
I have done half of the source codes. Just need the back end.
In this system, there are four actors.
Registrar/superadmin, Admin, Educator and Superior. In database, the educators and Superiors has been combined in one table that is user table. The registrar can control the overall system.
Registrar should be able to add Admins for each department, manage users from all the departments, manage competency, questions, set formula to calculate the assessment and evaluation marks. The admins should register users under their department.. Admin doesn't have much work. Educators should do self assessment. And the superior should do evaluation for the educators under them.
For example, I am the educator, I will do self assessment and you are my superior, you will evaluate me using the same questions. Average marks will be calculated for the self assessment and Superior evaluation. The marks should be calculate using the formula that registrar added..
..At last the Users should be able to view a report containing table report and graph... The sample report is stated in the sdd file..
