Preciso ter uma noção do investimento necessário e tempo de realização para um aplicativo compatível com IOS e Android.

Seria um softphone (telefone virtual) que irá realizar ligações utilizando o protocolo SIP.

Considerar que a interface gráfica do aplicativo terá apenas um botão, quando esse botão for pressionado o app realizará a ligação para um número pré definido nele mesmo.
