We want a Employee Portal for our company which will have the following components
All employees should be able to login (preferably through LDAP) to view the contents of the Portal
1. Resource Hub: Here will be all the company policy related documents, pdfs, booklets and brochures. Should be editable to add or update the documents
2.
User Profiles:  Here the employee will see their basic details like desk number, project assigned and Manager (All these should be configurable in the tool administration)
3. Notifications: Any news like update on documents should be able to be pushed to all employees (or targetted set of employees)  It should be visible in notification button on top right corner
4. Reporting: Employees should be able to fill some surveys defined by the managers.
These surveys should be filled regularly at frequency defined by managers.
5. Requests: Employees should be able to create requests and tag a predefined category. Those requests should be listed to the support role

Please give me a rough estimate of how long it should take to build this tool and what technologies would you use to build it. Project will be awarded to the most efficient proposal.
