Hola buen día estoy buscando a alguien que me ayude a desarrollar un sistema o programa de envió de notificaciones Push a smartphones al entrar a un establecimiento comercial o estar a una distancia de 30 metros a la redonda (restaurantes, tiendas, zapaterías, cualquier negocio), no importando que el Smartphone este bloqueado, también con el cual no sea necesario bajar ninguna aplicación, si no sea por ip o geolocalización.
Este programa, sistema o software, debe permitir saber cuántas notificaciones se han enviado, que destinatarios  cliquearon en la notificación, cuantas apariciones tuvimos o cuantas personas o smartphones llegamos.

Es similar a las notificaciones que llegan de la aplicación de foursquare pero sin tener que descargar la Aplicación.
