Para comenzar, necesitamos que programes un plugin simple que permita poner un bloque rojo arriba del Home del sitio que diga “URGENTE”  y un texto que se mueva tipo marquesina.

Es para un sitio web de noticias, que si bien hay varios plugins, tienen demasiadas funciones que no nos sirven. Necesitamos uno bien simple.

Detalles:

* Bloque rojo que ocupe el total del ancho de la pantalla.
* Texto estático que diga URGENTE seguido del mensaje que se pueda personalizar.
* Texto simple, sin link.

* Función activar, desactivar. (Para ocultar cuando no lo necesitemos)
* Marquesina hacia la izquierda.


Al terminar esto, se ofrecerá otro trabajo en WordPress.
