Upgrade Powow application from Liferay version 6 to 7

We are currently on version Liferay Portal Community Edition 6.1.1.

Current environment is Ubuntu Linux/ PostgreSQL / Apache Tomcat Web server / OpenXava / Java portlets
Also includes Python and Shell Scripts is excluded from scope. 

It currently runs with OpenXava, which needs to be modified to run with Liferay 7.1 or replaced with an equivalent open source tool.  May also need a replacement for Aperte reports.
