Create a resource cloud that uses the idle resources within the local area network. For example, there are many labs in College.however
majority of the time they are not being utilized or have low utilization.
The resource cloud application will monitor and keep track of the utilization of the resources within the network and assigns the
incoming tasks or VMs accordingly.
A powerful central server be used to keep track of all the resources and resource allocation. In each network segment, such as a lab
there will be an agent that gatherers statistics from computing resource of that segment and report to central server.
