Developer for Mobile Touch Interaction Fix

I'm seeking an experienced React TypeScript developer to resolve critical mobile interaction issues within our 'NoteCard' component (NoteCard.tsx). The existing desktop and laptop functionality of this component works correctly and must remain unchanged. The problem is specifically isolated to the mobile touch interactions within NoteCard.tsx.

The primary objective is to modify only the mobile touch interaction logic to achieve the following desired behaviors, without altering any other existing functionality:

1.  Tap an empty area of the bulletin board to create a new prayer request.
2.  Touch and immediately drag an existing note to reposition it on the board.
3.  Tap an existing note to open the 'Edit Prayer' popup.
