We are looking for an experienced React TypeScript developer to resolve critical mobile touch interaction issues within our existing NoteCard component (NoteCard.tsx). The current desktop/laptop functionality is working as intended and must remain unchanged. The scope of this project is strictly limited to addressing and modifying the mobile touch interaction logic within NoteCard.tsx.

The desired mobile behavior for the NoteCard component is as follows:
- Tapping an empty area of the bulletin board should create a new prayer request.
- Touching and dragging an existing note should immediately allow the user to reposition it on the board.
- Tapping an existing note should open the associated 'Edit Prayer' popup.

The ideal solution should prioritize simplicity, reliability, and maintainability. We require a developer who can diagnose and implement a robust fix without introducing regressions or unnecessary complexity.
