The idea is to write a communications app or adapt an existing one to allow elderly people using an android best tablet to communicate with a remotely located caregiver via the internet, without having to do any complicated setup login like in fb, google duo, imo, kik, skype, etc logins, which we as computer savvy / younger people take as normal. So on switching on the tablet, they should be able to see the screen that has 4 buttons on it, I have prepared the sample layout on a word file and to be able to communicate verbally and visibly with the assigned caregiver. 

Plus included in the app should be a backend a SQL database of the elderly person's details.

That can be seen and constantly updated by the caregiver. A further database should be integrated for the admin person to monitor hours spent between the elderly person and caregiver and a waveform of the conversations plus details on the relatives and people responsible for the elderly person well being, plus medical records. I have a list of these requirements needed to interact in this database that can be sent to any interested freelancer capable of doing this project.
