Envio por python no whatsapp reabrindo projeto

Hoje tenho um sistema que pega pedidos em .TXT e envia via email.
Eu gostaria de fazer o envio pelo Whatsapp, basicamente eu penso em fazer da seguinte forma:
o aruivo.txt vem estruturado da seguinte forma:
11xxxxxxxx, 51xxxxxxxxxx
Pedido XXXXX
Descricao do Pedido

Gostaria de pegar essa primeira linha desse arquivo.txt , e mandar para o browser que ja tem o whataspp da empresa cadastrado, e adicionar na url o telefone de destino, colar a mensagem e enviar, fazer isso a cada 10 segundos.
Na pasta tem varios arquivos.txt, entao esse script em python tem que pegar um, processar, deletar e pegar o proximo e assim por diante colapsar
