Looking for a Youtube + Tiktok Video Editor

I'm looking for an editor that can suit my needs. This editor will also need to sort that Youtube video and put it in a "Tiktok, Reels, shorts" format so I can post it on other platforms. I would also need to guarantee that I'm posting within a schedule. I don't have a schedule yet but let's set an example: Posting videos every Wednesday Probably the video will need to be edited on Monday so we make some modifications in case it's needed. Probably I would need to send you the raw footage one week ahead so you can have time to deliver it on Monday. For those reasons I need someone committed, delivering consistently on schedule for 1 year at least. If you feel you can't do it don't apply, please.
