Programador Python / Django - Bug encoding Utf-8 e Integer out of Range

Se requiere solucionar 2 bugs en una aplicación web desarrollada en Python (Django).

El primer bug tiene relación con el encoding de los datos. El error es el siguiente:

invalid byte sequence for encoding UTF8

Se intuye que es un problema con los caracteres especiales (ñ, á, ó, í, ", ! etc.), Que no son interpretados correctamente.

El segundo bug tiene relación con un entero fuera de rango. El error es el siguiente:

integer out of range

Se dispone de los traceback de Django para hacer debug de los errores.

Python: 2.7.9
Django: 1.9.7

Se trabaja con entornos virtuales. Es imprescindible trabajar con git también.

IMPORTANTE: Es necesario que al hacer la propuesta se envíen desarrollos previos con Python y Django para ver el nivel del programador.
