Programar un fullscreenintent con java

Tengo una aplicación para pedir taxi tipo Uber. Hasta Android 9, funciona todo bien, es decir, el pasajero pide un taxi, luego por FCM le llega una notificación a la app de conductor. Esta app recibe esa notificación y con la data inicia un Activity que es una pantalla de llamada para que el conductor atienda la solicitud o la rechace.
Pero como yá saben, desdce android 10, ya no se permite iniciar un Activity desde background. Por ello necesito actualizar solo ese detalle. Es decir que se programe un fullScreenIntent.
