This is a woocommerce that is just about to be launched. Almost all is already in place. We just have one pending feature that is enabling the functionality of converting the shopping cart to a quote cart and vice versa, based on total weight of the cart.
Because if items are too heavy, then the store owner would look for custom shipping quotes instead of relying on Fedex automated quotes. The store has a customized product detail page (it is not the product detail that comes right out of the box). We have bought a couple of "quotation" or "cart to quote" plugins but we have not been able to integrate them well.
A person with good knowledge of woocommerce, php programming, mysql and plugin architecture will find this job easy to do. If you have only added plugins to your sites and only done design/layout changes, this is not for you.
