We have 2 Electric Beanstalk Django environments with scaling (staging & live).

We need workers that run the same codebase except
- not running webservices
- web services not working on the Task Queues from Celery/SQS.

With preferably as an easy deploy flow, and different queues i.e. High priority and low priority.
We believe this should take approximately 2 hours, and we are looking to complete it asap.

Please explain
1- the amount of time you will take to deliver this job?
2- The total cost and the steps you would take to do it? 
3. Please expand and clarify low level detail the steps you would take.
