Shopify App with pricing tiers

I need to create a wholesale app for shopify with the following requirements

1. The app must allow the store admin to define 3 prices per product.
2. those prices need to be applied based on the cart total
Example:

If the cart total is greater than 100usd then apply PRICE 1
If the cart total is greater than 300usd then apply PRICE 2
If the cart total is greater than 800usd then apply PRICE 3

I’m aware that Shopify does not allow to change the price of a line item in the cart or checkout, so I think we would need to apply a custom fixed amount discount to each lineitem in order to get the item price to match the corresponding one based on the cart value

This conditions must apply only to a certain type of user, the user has to be logged in and tagged as wholesaler for the price tiers to apply

I also need to set a minimum purchase amount to the wholesaler users, so they cant place an order if its value is less than the defined amount

I’m ready to start with this project, just need to find the right developer for it!
