Looking for multilingual premiere pro translator ocr plug-in

I'm looking for a plugin for Premiere Pro that can auto-translate video texts for me. The plugin should be able to support the following languages: English, Spanish, Turkish, Russian, and Portuguese. The primary aim of this plugin is to help me translate texts in the video and auto-split text layers when the text changes.

I would like you to design a plug-in for Premiere Pro that can detect the location of the text in the video in Premiere Pro, read and scan it, and then automatically create a text layer and automatically split the text layer at the time when the text in the video changes.
