Website marketing

I am looking for an experienced digital marketing manager in venture capital/innovation/private equity space.
I have an Saas project https://privateequitylist.com (pe/vc/accelerator database).

Key target: overall organic growth of traffic to website through media focused on pe/vc/startups.

What is needed:
1. Creating a list of pe/vc/innovation/tech media in asia, us, latam and middle east/africa (for example techinasia, techcrunch, the verge, wired, pcmag, engadget but some media is large and won’t allow posts, so you need to look for smaller media or more niche)
2. Understand if a guest post or making a press release is possible there
3. Post there organically to promote the website - privateequitylist.com
4. E-mail marketing towards a list of companies (a list is ready) - will do it a bit later

We start at 4-6 hours/week, around $400-600 per month, then depending on results may do more.
Another budget is also possible.

Key requirement: knowledge of venture capital/startups/investment segment
