Experienced Mass Messaging Specialist for Large-Scale Outbound Campaigns

I'm looking for an experienced freelancer who can run large-scale outbound messaging campaigns using their own messaging infrastructure and official APIs (WhatsApp Cloud API, Twilio, or similar platforms). The freelancer must already have their own structure set up for sending messages at scale. I am not providing the messaging infrastructure.
